Sources of Library Funding California Community College

Many of us in the field are in the dark on how much our district receives in apportionments from the state (via the state agency of the Board of Governor’s/Chancellor’s Office).  Two major sources of funding for CCC libraries from the state are 1) monies from the Instructional Equipment and Library Materials Program (IELM), and 2) proceeds from the Lottery.

 

Instructional Equipment & Library Materials (IELM)

The IELM Program has not been funded every year, but it is for 2013-14. If for some reason, the link is broken, here is the pathway:

  1. Go to the Chancellor’s Office website at www.cccco.edu.
  2. Click on the SYSTEM OPERATIONS tab and then click on Divisions.
  3. From the choices on the left, click on Finances and Facilities.
  4. Then (please be patient), click on Fiscal Services Unit.
  5. Then, under the Programs Links (also on the left), click on Apportionment Reports.
  6. Select the year you want (e.g. 2013-14).
  7. Then click on District Summary of Apportionments and Payments by Programs, Exhibit A.
  8. IELM is one of the programs listed there.

I know this is long and involved, but it helps you know how much your district is receiving. And now a big BUT. Remember that each college and district has their own method and process (and formula?) on how much (if any) of the money will be distributed for libraries.

In addition, there are guidelines for allowable expenditures of IELM funds. These guidelines will soon be posted to the CCL website. The document (IELM 2001-02 Guideline Clarification) is dated, but I believe the information is still valid.

 

Lottery

Lottery Revenue Estimates are issued by the Fiscal Services Unit of the Chancellor’s Office Finances and Facilities Division. The most recent information I could find was for 2012-13 in a memo dated July 20, 2012. http://extranet.cccco.edu/Portals/1/CFFP/Fiscal_Services/Memos/FS12-05_Lottery_Revenues.pdf

This will give you a ballpark figure of the revenue that your district will be receiving. There are also guidelines for the use of Lottery Funds, especially those that are designated as Prop 20 Lottery funds. At the Primary Election held on March 7, 2000 California voters approved Proposition 20 -Cardenas Textbook Act of 2000, which amended Government Code Section 8880.4 to provide that beginning with the 1998-99 fiscal year and each fiscal year thereafter, fifty percent of any growth in statewide lottery revenues for public education above what was allocated in the 1997-98 fiscal year would be allocated to school districts and community college districts (K-14 districts) for sole purpose of purchasing instructional materials.
